Answer: Generally speaking during an extreme emergency or war, command by committee is ineffective and leads to confusion. The best method of government during wartime was the dictator who had the last word over the Army. Even the American indians (Cheyenne, Sioux, Apache, etc.) had both a War Chief and a Peace Chief, depending upon circumstances.
During a time of war when Rome was threatened a 'dictator' or war chief was chosen by the Roman Senate to command the Legions in the defense of Rome. After the war was won (after a number of years) it was expected that whoever was chosen as dictator would step down and Rome would resume its democratic political life. But Julius Caesar did not step down.
Julius Caesar retained command of the Legions against the will of the Roman Senate.
