Question: Why did Hitler get out from under the spy glass?

The Treaty of Versailles says that Germany could not have an Army but In the mid 30's Hitler was building up the third reich. Why did America let Hitler do it and we knew it? Also why did congress let Henry Ford and General Motors start a division in Germany making military vehicles and tanks for the enemy. Congress knew Henry Ford and GM has divisions over there. Today that would be considered Treason.
