Answer: Saddam Hussein is the closest I could come up with. Saddam invaded towns, killed thousands and ruled with an iron fist until as we all know a few years ago.

The Jamia Millia Islamia is a central university located in Delhi. It was founded in 1920 during the Khilafat and Non-Co-operation Movements, in response to Mahatma Gandhi’s call for a boycott of all Government- sponsored educational institutions, and was later registered in 1939 as Jamia Millia Islamia Society. In 1962, it was declared as an institution deemed to be a University under section 3 of the University Grants Commission Act, 1956.
In Urdu language, Jamia means ‘University’, and Millia means ‘National’ .The known freedom fighter and Muslim theologian, Maulana Mehmud Hasan, laid the foundation stone of Jamia Millia Islamia at Aligarh on Friday, 29 October 1920. Hakim Ajmal Khan was elected the first chancellor of the university, while Mohammed Ali Jauhar was the first Vice-chancellor.
Jamia was born amidst the political crisis and it was felt that it would not survive the heat of the intense political struggle for the Indian independence. It also participated in the Bardoli resolution and sent volunteers across the country to motivate people to fight for the freedom of the country. As a result, the British government imprisoned many of its teachers and students. However, after the end of the ‘Khilafat Movement’, Jamia saw itself in a great crisis. Some thought it had achieved its mission, and others believed that the institution had lost its importance with the end of the non-cooperation and the Khilafat movements. Even the university’s funds dried up. At that time, Hakim Ajmal Khan, Dr. Mukhtar Ahmed Ansari and Abdul Majeed Khwaja, supported by Mahatma Gandhi, shifted Jamia from Aligarh to Karol Bagh in New Delhi in 1925. It is one of the top Universities In Delhi.
On 1 March 1935, the foundation stone for a the new building was laid at Okhla, New Delhi. In 1936, all institutions of Jamia were shifted to its new campus. It is one of the most reputed Universities in India. The university’s basic emphasis was on using innovative education methods. Today, the university provides a large number of courses at school, undergraduate and postgraduate level. There are separate departments for Languages, Social Sciences, Natural Sciences, Engineering and Technology, Law, Architecture, Dentistry and Fine arts. The strength of its faculty members is about 614, apart from 997 staff members. It has a student strength of about 10,400. Jamia not only attracts students from different parts from India but is also a favorite educational destination for a lot of foreign students too.
